A multi-purpose business center with exhibition halls and developed infrastructure



The purpose of the project :

The main purpose of the project is to create in Khabarovsk, the main city of the Far Eastern Fedearal Okrug of Russia, a comfortable base to develop favourable conditions for economic, scientific, cultural, social co-operation with partners in Pacific Asia.



 

Center’s main functions and trends of work :

• Arranging universal and specialized, topical, branch-wise exhibitions of international, inter-regional and local levels;
• Organizing and conducting of symposiums, conferences, workshops, presentations, round tables for businessmen in various industries, talks and negotiations of international, inter-regional and local value;
• Providing with information, telecommunication, insurance and legal services; 
• Mediatorial service in searching business partners, provision with protocol and business contacts accompanied ceremonial functions;
• Granting on lease room-offices for local administrations representatives, enterprises, organizations and providing all-round supply for their functioning;
• Extra service on-demand (transportation, dwelling, cultural and entertainment programs etc.).

 

 



Project participants :


1. Initiators of the project: 
- Russian Federation Subject - Khabarovsk krai Municipal formation - the city of Khabarovsk 
- "Khabarovsk International Fair" Public Corporation (stock 100% are in possession of Khabarovsk krai Administration)

2. Requisition of design estimates: "Khabarovsk International Fair" Public Corporation 

3. Requisition of construction, recipient of bank loans and person in charge: 
"Interregional Center of Economic Cooperation" Public Corporation organized on the 4-th of February 2005, whose shareholders are the subject of Russian Federation - Khabarovsk krai in the person of the Khabarovsk krai Property Relations Ministry (51% of stock) and a Municipal formation - the city of Khabarovsk in the person of the Municipal Property Department (49% of stock).

The Public Corporation's executive coordinator is General Manager Valeriy Arkadievich Cherepanov, who is a professional architect experienced in designing and construction of a number of advanced complexity objects in Khabarovsk. He is also an author and chief advisor of the "ICEC" project.


The place of the construction site :

Khabarovsk city central planning zone, the place of the crossing arterial roads in South-North and West-East directions, the area of the site has 28.900 m2 (2.8 hectares), the site is free from constructions (from buildings)

Building inner space consists of two parts :

 - three-story and six-story which contain: 

  • Car parking for 67 automobiles

  • Emporium (1455 m2)

  • Two multi-purpose exhibition halls (2698 m2 õ 2 = 5396 m2)

  • Conference hall (341 m2)

  • Entrance hall, lobby, fore-halls (2832 m2)

  • Rooms offered for rent (2077 m2)

  • Other rooms for technological maintenance of the Center functioning

  • Passenger lifts, escalators and freight elevators

  • Small area on the adjoining territory for arranging open-air expositions (1800 m2) and a car parking for 370 automobiles

The building designed with a bearing metal frame, outside walls from self-bearing bonding sandwich-type boards with non-inflammable mineral heat insulation.   External coating is made from metal-plastic panels “Alucobond” and toning polished glass.



The design work stages and the availability ratio on the 30-th of June 2006 :

  • Preparation of the technical documents for granting ground area - 100%

  • Working out the technical specifications to hookup with engineering communications of the city - 100%

  • Elaboration of the technical documents for construction works.

According with Russian regulations the designing of advanced complexity objects should be fulfilled in two stages:

The first stage “The Project” includes elaborating documentation for all parts of the construction (including general layout, transportation, engineering process, power supply, electric equipment, communication and warning facilities, architecture-planning solutions, building structures and substructures, water supply and sewage, conditioning, constructing organization, protection of natural environment, engineering and topographic works, calculation of the entire construction budget).

The documentation of “The Project” stage are to be negotiated with State supervision services and sanctioned by the State Expert Commission. It must be studied by a general contractor and specialized subcontractors. On the 30-th of June 2006 it has 100% of fulfillment. 

The second stage “Working documentation” specifies eventual overpatching after experts' remarks, elaborating working drawings and full specifications of materials and equipment.   Working documentation, as a rule, is executed by projecting departments of specialized subcontractors which will do erection and installation works.

On the 30-th of June 2006 “Working documentation” are fulfilled in parts needful to begin construction works in August 2006.

Construction planned cost:  692 648 000 rubles ($27.777.000 - in keeping with the rate of exchange on 2006 June 30 to be equal of the sum in rubles, all dollars figures given below are calculated at that rate)

Construction estimated time is 24 months.   The cost of all design work is $750.000 and taken into total account of the construction.

Main incomes planned to be gained from the activity of the Center in a year:  (See the table below).   Projected net profit is 25-30%.

In calculating planned profit we have not taken stock of additional income from using rooms for arranging symposiums, conferences, cultural, spectacular and other shows. 


Financial sources for investment expenses:  Financing of the project is planned to be done by means of attracting bank loans.
